Yes there is a reason to bash people, especially when they're giving bad advice about spending someone else's money.
Who is the only person in this thread to actually answer the original question? I guess you guy's don't need me.

13 seconds in a single cam 1.6 litre N/A is fast, especially if it's a daily driven grocery getter.

I was running 13's with stock valves, springs, retainers, and rod bolts in 2001.
Head's up 13's n/a is not fast. Maybe if these guys were buying bisi's parts n running 10.60's n/a w/8 valve hf motors, I'd say yeah spend the loot. Who here want's to change main bearings every three weeks? Bisi didn't want to. Now he runs an accord motor.
And you guy's do want to go faster than 13's. If you didn't, you'd be telling each other to buy Gude parts not Bisi's.

I'll agree winding an engine out is fun, if there is a reason to.
Here's something to think about... What happens to cam lobes and rockers with heavy springs? Wear is accelerated.
I'd be inclined to say lighter valves would be more helpful in your situation, if you're truly worried about valve float.
